Why cannot an admin access 360 feedback reports?

By default, admins have visibility to all reports in the “Reports” tab, regardless of whether the reports are manually or automatically shared. However, when an admin also holds the skip-level manager role for a respondent, the system restricts access to that report unless it is explicitly shared with them.
