Who can lock the Performance cycle? How is it helpful?

Admin can lock the Performance cycle, ensuring the following:

• It removes the user’s pending actions from their home page.
• The users cannot submit their reviews if they are not submitted.
• The users cannot modify their previous submissions.
• It is available at the resources center.
