Who can lock the performance cycle? How is it helpful?

Only admins can lock the performance cycle, ensuring the following:

• It removes the users' pending actions from their home page.
• Users cannot submit their reviews if they are not submitted.
• Users can only view the review form and cannot modify their previous submissions.
• The review form is available at the resource center.
