Who are secondary managers? What is their role in the Performance review process?

If the employees collaborate with multiple teams, the HR/admins can anyone in the organization as secondary managers to the Performance review process. The HR/admins add them as additional reviewers. There is no limit on the number of additional reviewers. The secondary managers/additional reviewers can only comment on the review.
